Both are based on Simple Start, but since the Rasters were so different than the main database files (tables, feature classes and feature datasets) it earned its own file. The main portions will also consume the attribution files created by BOEM Attributes. The difference between Rasters and other geodatabase content is exactly why this code is not compiled. Each run can change drastically - different fields in a database, different pieces that change in the content in the template file.
